download_files服务不能下载文件？

在_service文件里注明使用download_files这一项服务时无法下载spec配置文件内的链接类Source包
【问题复现步骤】
_service文件内容为:

<services>
    <service name="download_files"/>
</services>

spec文件内Source部分:

Source0:        %{name}-%{version}.tar.xz
Source1:        https://www.python.org/ftp/python/3.10.1/Python-3.10.1.tar.xz
                #%%{dl_url}/rust-src-%%{tc_ver}.tar.xz

在使用别家obs对比测试时发现上述Source1部分文件均可下载(包括取消注释后的rust-src-%{tc_ver}),
但是在使用此openEuluer的obs时下载会报错, 并且错误输出无任何可用信息。是不是openEuluer对下载的来源有更严格的管控呢？
