[新需求]: 希望提供相关接口，能捕获异步callback回调方法中的抛出的异常。

需求：能像nodejs一样，运行时能够处理异步callback回调方法中的异常。目前，当异步回调callback方法抛出异常时，arkjs会导致应用crash或进程卡死。

像nodejs一样，运行时能够处理异步callback回调方法中的异常，程序还是可以继续运行。
