【任务描述】
更新OH3.2版本中电源子系统的ChangeLogs

【解决方案】
1、使用ChangeLogs模板，https://gitee.com/openharmony/docs/blob/master/zh-cn/release-notes/template/changelog-x-x.md

2、将如下3个PR中的变更更新到ChangeLogs中，路径如下：

fix: 修改batteryinfo/runninglock文件名为小驼峰(interface_sdk-js)
https://gitee.com/openharmony/interface_sdk-js/pulls/2298

主干的变更，提交到v3.2-beta3目录下

Release3.1分支的变更，v3.1-Release目录下

feat: 电源子系统接口支持错误类型（sdk）

注：全部API均需体现在ChangeLogs中，包含systemapi
