Upgrade to latest release [llvm: 12.0.1 2021/06/28 -> 18.init -/-/-]

We found the latest version of llvm is 18.init release at -/-/-, which url is https://github.com/llvm/llvm-project.git, while the current version in openEuler mainline is 12.0.1 release at 2021/06/28.

Please consider upgrading.

升级到了17.0.6，拉取24.03 LTS分支后再考虑继续升级
