Add management API service for nginx

Feature

• Support restful api for aginx to manager nginx.
• SDK for aginx
• Obtain a free SSL certificate and configure it.
• Configure nginx with consul k/v.
• Configure nginx with etcd k/v.
• Configure nginx with zookeeper.
• Publish docker service to NGINX configuration.
• Publish consul service to NGINX configuration.
